Are you using the UI mod ? I believe that needs an update.
I've noticed since the recent patch that the sims phone interface appears at the top of the screen and can't be used which is pretty annoying when you're trying to hire a maid....
Do you have any mods or CC (custom content)? Try taking that out.

In my case downloading the updated UI Cheats Extension v1.6 (16th August 2016) by Mod The Sims helped. Everything is back to normal.

I too have been having this problem. I use my phone once just fine then after that my phone UI is way off the screen all I can see is the little point at the bottom preventing me to use it anymore
Ok I too found it to be with the ui cheats mode up dated it and all was good again.
