My game isn't affected in any way except there are pink, purple and white lines running across my screen and over buttons. I have no idea what the buttons say and it is driving me crazy. I haven't gotten into gameplay except create a sim, but I can't stand looking at them.
Sounds like you need to update some drivers (graphics probably) or that your computer doesn't have the required hardware. The following is system requirements for The Sims 4, do your computer meet these?
I have the same exact problem and unfortunately the screen tearing (at least for me) occurs in gameplay as well on all of the buttons. The game is definitely still playable but you can't read what any of the buttons are and have to hover over each button to see what it is. I also have trouble reading some text in the game but am able to figure it out with some squinting...Sorry to not be of any help but I don't know how to fix this problem either. I know that in the sims display options some of the options are supposed to be able to help but because of the lines through the buttons I can't understand what my settings are saved as (whether things are turned on or off or anything) Hopefully someone can help us.

Your computer is pretty low in specs and graphics doesn't have the needed dedicated memory. It probably also doesn't have newer drivers than the one you have.

Your computer is on the borderline of the minimum specs, and a weaker system is more likely to experience graphical problems with the game. There have been a number of simmers who have had issues with using Intel HD graphics with the game, so you're not alone. Unfortunately games aren't really designed to be played on integrated graphics.
