you need to level up your parenting skill to get more.
You can get up to 3 depending on high the skill is.
One of my parents is a six on parenting skills and the other is seven and still doing it . Any suggestions ?

Yes, try without mods (especially UI ones) and if the issue goes away, put them back in groups to find out which one is causing the issue
Mods need updating with patches so make sure you always use the right mod for your patch level
