Nissiluvsgames Thanks for the dxdiag. The problem is you're running an N version of Windows, which doesn't come with various resources installed by default like other versions do. Games like Sims 4 need these resources to run correctly. You can install them yourself though:
I do want to mention though that your computer is likely under the minimum requirements for Sims 4. I say "likely" because your dxdiag is missing some information, but I can see that you only have an older integrated graphics chip and 4 GB RAM installed. So if you get past this particular error but still can't play, or get constant crashes, please let me know, and post a new dxdiag.
