anonimowo Please do a clean uninstall of Sims 4, as described here:

Reinstall Sims 4 through Steam, not the EA App. Confirm the game is working, then open the EA App and download only the packs you own there, not a second copy of the base game. You can do so under Sims 4 > Manage > Manage add-ons.
