Vantezzle I do see it now, and I do think it's normal for Sims 4. It's unfortunately also a significant source of bad performance on high-end systems.
What you can do, since your laptop has the hardware to handle it, is increase the distance at which the game switches away from the highest LOD. Please see this post (and the thread more generally) for more information:

You can place an edited copy of GraphicsRules.sgr in Documents > Electronic Arts > The Sims 4 > ConfigOverride so it doesn't revert during a repair or update.
If you do decide to try this, let me know what you think. You can also view your in-game framerates with the fps on cheat; the fps counter will appear in the lower-left corner, over the UI.
