According to the devs, there should be no not player initiated turning.
So unless you tell a Vampire to turn anyone, they won't turn into a Vampire.

Thank you so much for the information, Crinrict! 😇 Good to know, especially since it was one of the my Sims that I was trying to do the Plant Sim Challenge on and I heard that PlantSims cannot become Vampires, and visa versa!
