@f854fcc5f0bf3ebd  First of all, you'd be much better off spending all the money on the laptop itself and skipping the external drive.  The internal drive will have a significantly faster connection by definition, and internal storage is not that expensive, so you'd see better performance for your investment.

For the laptop itself, you're not going to see a new £250 model that can run Sims 4 very well.  The ones that can handle medium to medium-high settings start around £350, maybe £300 at best, and there's a significant drop-off below that point.  But roughly equivalent used laptops from 2-3 years ago are sometimes available for £250, for example these:
