That "laptop" you listed is basically a tablet, not a laptop, so no, it won't be for the sims.
You can play the sims 4 on laptops. You'd have to buy a copy of sims 4 for PC from Origin (or in stores). You can't use an Xbox copy of Sims on laptop.
If you buy a laptop, you want a i5 7th gen or up OR an i7 processor. A dedicated graphic card (950M or higher, including the 1050 and up cards). And at least 8GB of RAM with a 500GB plus hard drive.
Yes, with a laptop, you can play with mods and cc. But, the lower the specs of the laptop, the more bugs and glitches you'll run into and the less mods and cc you'll be able to play with, as well as the less amount of game packs, expansion packs and stuff packs you'll be able to use.
