I missed a bit of it though...

If your household contains 8 Ghosts, you can't kill them off, you're stuck with them permenatly.

(What I mean is that you don't have any human sims, all 8 sims in the household you are playing as are Ghosts, You can't release spirits into the neverworld if you are a Ghost. You also can't send any Ghost sims themselves back to the neverworld, there sould be an option for that!)
