I tested this on a save I started with the pets expansion. I never went to any of the park before though so it should be like starting a new save.

For me, they weren't there from start but started spawning after a few min.

How much time have you spent on the lot ?

    Hi, so I read you reply yesterday and only had a chance to open the game again today.  I hadn't spent much time in the game and kept it paused or searched for the rocks in Build Mode.  I let the game run today while searching for the rocks and found some after a couple of minutes.  Thank you very much for your help!
