Hi @thelithijabii - it seems you've done a whole bunch of troubleshooting on your own, good job! I have a couple of thoughts that might help, although there are much better troubleshooters for Sims 4 around here, so hopefully if I miss something obvious they will jump in and help out.
First off -

Please run a full scan of your computer to rule out any viruses (there are some good free programs out there, I'm sure you can find one). I know anti-virus programs can be a pain, but they're sort of a necessary evil in today's online environment. You just never know, and there are viruses or malware that could cause all sorts of issues with your computer.
You have an MSI motherboard. If you have the MSI audio management program Nahimic 2 installed, disable or uninstall it.
Try a Clean Boot https://help.ea.com/en/help/faq/how-to-clean-boot-your-pc/ and attempt to play The Sims 4. If you don't experience the problem after the clean boot, you'll have some detective work to do. Enable one startup program at a time, reboot, try the game, until you find the program that is blocking it. Once you find the offending program, disable or uninstall it. You should be able to launch and play successfully without doing the clean boot after disabling the offending program.
You said you did some command line troubleshooting stuff; was that the System File Checker? Just to make sure, run the SFC using these instructions to make sure there is no Windows file errors (do this after removing any viruses or malware). https://support.microsoft.com/en-us/help/929833/use-the-system-file-checker-tool-to-repair-missing-or-corrupted-system
If none of the above helps, I believe the LiveKernelEvent 141 error listed in your dxdiag generally points to a hardware problem. I would think most likely culprit would be bad RAM, or possibly an overheating cpu could be the issue.
