@oemaila  I've merged your post with the master thread for this issue.  Please see the first post and accepted solution on page one.  It does sound like these packs have been installed into the incorrect location, and simply moving them to the correct one doesn't always help; you may need to remove the problematic second install of Sims 4 and reinstall the packs.

    @puzzlezaddict OMG THANK YOU!! You were right, I didn't know that the game was saved in 2 different places on my PC. I deleted the one I wasn't using and the packs immediately downloaded and worked perfectly! I really appreciate your help!
