@nubiasims £250 is definitely tight, but doable if you're willing to get a used laptop. These two have the same processor and graphics chip and therefore should have the same performance; the only meaningful difference is that the first has double the storage:

Its processor and graphics chip are a little faster than the one in the laptops above. The downside is it has only 128 GB storage. This is barely enough for Sims 4 and Windows, so if you want to play with more than a few gigabytes worth of mods and custom content, it's not a good option. On the other hand, you could store the game or its content on an external drive if you have one or can buy one later.
To be more specific, Sims 4 with all current packs is just shy of 60 GB. Windows is about 25 when you include runtimes and other critical add-on resources, and you'd want about 20 GB free. So that leaves you 15 GB for saves, mods and custom content, and other apps like browsers. On the other hand, if you only own a few expansions, Sims 4 is significantly smaller: 20 GB for the base game plus about 2 GB for each EP, althought there's some variation.
If you're willing to buy from Ebay, that's another option; let me know and I'll have a look at the laptops there.
