Re: Expansion pack troubles

@CrystalAmethyst  Please do a clean uninstall and reinstall of Sims 4 and the EA App, as described here:

Reinstall the game through Steam, sign into the EA App, and download the packs you own there, but NOT a second copy of the base game.  If you can't, as in, the App tries to install the base game again, cancel the download.

In that case, open any EA site (this one is fine) in a private browser window and try to login using your Steam credentials.  If the accounts are properly connected, you'll land in the corresponding EA account.  If anything else happens, let me know.
