Testing on a vanilla (no mods/cc) folder is the best way to investigate causes of issues.
Along with removing (not disabling) mods / cc the localthumbcache.package needs to be deleted.
To keep your current game safe move these folders to the desktop or somewhere safe.
Saves, tray, screenshots and options. Everything else is temporary and can be deleted.
Mods and custom content (CC) can be fun to use but unfortunately they cause unexpected results.
They need to be updated by the creators to continue to play nice with the game.

Start a new game without adding anything back.
