BajanK​  The fact that you're seeing the notifications for packs you've already installed, again, suggests that OneDrive may be syncing some of your user data.  The file that stores the flag that you've already seen these notifications is called ReticulatedSplinesView, and it's in Documents > Electronic Arts > The Sims 4.  Deleting this file wouldn't crash your game, but if OneDrive is interfering, it could have more problematic effects than simply making you close a bunch of pop-ups.

Playing with your computer offline would prevent OneDrive from messing with your user data, at least for that time.  So it fits with what you're seeing.  But please check whether it's actually running.  And see whether the user folder is inside the OneDrive folder.  Here's how:

If OneDrive is the issue, let me know whether you'd like to get rid of it entirely or just keep it away from your Sims 4 data.

    I don't believe OneDrive is installed. I wasn't able to find it but did find folders. It gave me issues in the past with The Sims and I remember disabling it or removing it. I do use Microsoft Office Suite through my job on this laptop, so I don't know if maybe that's why files are still there?

    I don't know if this matters, but I also use an external hard drive where I keep my mod folder.

    Edit update: After trying to see what would happen if I put the sims folder as an exception in Microsoft defender, OneDrive was the folder it was pulled from. I would like to get rid of it entirely.
