@SweetVirgo23 Then I don't know what else to tell you, sorry. You could try an older version of the Intel Graphics Command Center; a few reputable sites host them. For example:

Although I don't know whether the Dell version would install on your PC. (If it did install but didn't work, you could simply uninstall it.) From what I can see, the newer versions removed some features that are now moved to Arc Control, which in turn may or may not be offered by HP for your laptop. This is why I started with trying to see what was already installed on your computer: I was hoping that Arc Control or something like it would already be present, allowing you to skip the step of finding a suitable discrete download.
However, it may be that you're caught in the middle, with a graphics driver that's too old for the switch to Arc Control and with the newer versions of the Graphics Command Center not offering the options you want. So you might just have to wait for an update from HP, or play with the in-game settings until you find something that looks good enough.

@puzzlezaddict So I switched to the intel arc i edited the settings at first I didn't change anything. for some reason the performance tuning tab doesn't show for me. I edited the settings for sharpening it to 100% I also put the Anisotropic filtering to 16x & the adaptive tessellation is on to 100%, the tearing mitigation mode is to smooth sync. is that all okay or is there something else i have to do because, so far i don't see a much of a difference it's better when you zoom in objects & sims look sharper but when you zoom out it's blurry are so jagged on certain objects like picture frames or some BB objects.what's strange is that the photo in the frame i took of my sims family is so clear but the frame is still jagged. This might sound stupid but for the tearing mitigation if i have the setting to smooth sync do i have to have the vertical sync enabled in game too? it says "vsync has to be disabled in application before modes can take effect" does that mean in the intel arc control or in TS4? I attached some photos the first photo is how my game looks when i zoom out & the last two are when i zoom in on objects for some reason the frames (see photo three for reference) from the paranormal sp looks super jagged but the bench from jungle adventure is fine, Any photo frames and edges on certain objects look jagged up close but everything looks blurry the more i zoom out (see photo one for reference).

@puzzlezaddict I couldn't add a fourth photo so i had to put another reply. This is what it looks like when I zoom out a bit more my sims & the surroundings are a bit more blurry & jagged.
@SweetVirgo23 The only settings that would have an effect here are those that have to do with anti-aliasing. Vertical sync is completely unrelated. If you're curious, it tells the GPU to wait until it has fully rendered a frame to send that data to the monitor, thereby avoiding the monitor displaying parts of two different frames at the same time. The latter can result in screen tearing.) When people say that vertical sync makes a game look smoother, they don't mean that the edges are smoother, they mean that the game has less stutter or screen tearing.
For this issue, just play with the anti-aliasing settings, with Edge Smoothing both on and off within Sims 4's settings, and see what you get. And again, there may be limits to how much you can fix here, especially if you're zooming in enough that the placement of the individual pixels on your screen comes into play.
In general, when the Arc Control software says "X has to be disabled in application before modes can take effect," it means exactly that: in order for the Arc Control settings to apply, the corresponding settings within the game need to be disabled. So if you're enabling vertical sync in Arc Control, it has to be disabled within Sims 4's graphics settings. I'm not sure whether the same is true for anti-aliasing/edge smoothing, which is why I've suggested testing with in-game edge smoothing both on and off.

@puzzlezaddict Oh okay thank you! Where do i find the anti aliasing setting? when i look at settings global or specially for my game that option doesn't show it only shows the Anisotropic filtering & adaptive tessellation on 3d overrides, i don't see the AA on the other tabs either (i attached 3 photos of the settings I don't seem to have the AA option so far).
@SweetVirgo23 Try under global settings. I'm sorry I can't be more specific, but I'm kind of flying blind here without access to a system running Xe graphics. I do know at least one setting exists though, or used to, based on some complaints about it reverting under certain circumstances.

@puzzlezaddict It isn't there I looked up online & it's supposed to be there but it isn't for me. I just have the same options as the one for specific games (I attached three photos to show what setting options I have in global control settings). Maybe the new version doesn't have that option anymore? I am not sure on the intel website it doesn't say that it isn't there, it explains that you can turn AA Under global settings (3D override section) but I don't see it under mine. I am going to contact intel support to see if it was removed for the newer version or not since I don't seem to have that option.
@SweetVirgo23 I think your best bet here is asking Intel where the options went. It's possible that this version of Arc Control doesn't have anti-aliasing, and it's possible that the feature is only available for dedicated graphics cards. Either way, when you contact Intel, it's a good idea to ask what someone in your position (integrated Intel graphics chip, no other GPU) is supposed to do to impose anti-aliasing on a game that has no such setting or one that's not working correctly.
This is also the kind of problem that can resolve with an update, either from Sims 4 or from your graphics driver or other software. So keep your system and game up to date and keep checking back for changes.

@puzzlezaddict They told me that the AA option isn't available for me. Supposedly TS4 itself keeps replacing AA with edge smoothing & disabling or enabling edge smoothing didn't change a thing. This is what the support told me word for word "After launching The Sims game, we discovered that the anti-aliasing option is referred to as "edge smoothing". Despite disabling it, we were unable to locate a global setting for anti-aliasing". They are supposed to do another support session on Wednesday so i guess i'll see if anything else can be done.
@SweetVirgo23 It sounds like the support rep didn't understand what you were asking. For the next session, please make sure that the rep knows that you want an anti-aliasing setting within the Intel Arc Control software, not within Sims 4. In case they argue with you, you can point out that the Nvidia Control Panel, which is the equivalent for Nvidia GPUs, has four anti-aliasing settings that can be applied either globally or to a particular game. That's what you want, not help changing your Sims 4 in-game settings. I know you know; I'm saying this support rep clearly did not.
