If you are asking about The Sims 4 Island Living you need to find one of the red-top diving buoys in deep water, not the green-top buoys in shallow water. You can find them in the deep-water areas in Mua Pel'am or Lani St. Taz.
The buoy you need to find will look like this with the red "X" near the top.
If you are asking about The Sims 3 Island Paradise, when your Scuba Diving skill is less than level 2 you can only snorkel. For scuba diving at any of the Dive Spots your skill level has to be level 2 or higher. As you gain skill levels you will unlock new dive spots and you will be able to dive for longer periods of time. The best thing you can do for now is to keep snorkeling as that will increase your skill level, or you can take a Scuba Diving class at the Science Center for a skill boost.
