@mcrudd Please set the EA App not to start with Windows; the option should be under Settings > Application. Then restart and see whether you have the same issue. If you do, instead of choosing "Restart app," try closing the App and killing the EABackgroundService in the Task Manager. This service will still be running after you close the App, but it shouldn't run after you restart the computer until the App itself opens.

Oh my gosh, thank you so so much @puzzlezaddict that worked 100 percent 🙂 I even did it with Steam as well and now my start up of my computer is quick and I can get into my sims 4 so much quicker. No restarting the ea app anymore. I do appreciate your help, happy simming 😉
