@Lyail Are you in fact able to reinstall Origin? If so, and if it runs, you can change the language there and then go back to the EA App. You can find a download link here:
There's no need to uninstall the EA App; just don't try to run both apps at the same time.
If you can't use Origin, then the only fix here is to uninstall Sims 4 and reinstall it in Norwegian, hoping that it works this time. This issue usually seems to occur when the App is running in English, so normally I'd suggest you switch the App to Norwegian first, but I don't actually know whether it has a Norwegian localization.
