This issue has been escalated to the studio a few days ago.
We'll keep you updated when we hear more information.
If you nonetheless wish to pursue a refund, please contact support as usual, but select Origin and Purchase/Billing as your product and categury issues. Then state that you haven't been able to play the game and that you'd like a refund.
