Is that on the actual cc sites ?
I mean you download cc separately and then move to your mods folder, so if you're saying, that that you can't access the download, those that mean the actual cc sites like MTS or TSR are blocked ?The sites themselves are not blocked, but when I go to the download that is when I get the warning.
Doesn't look like it has anything to do with EA tbh.
Looks like your country is blocking you from downloading from this sites.
