@saucedaddydlux Please open both Steam and the EA App as an admin: right-click each one's desktop shortcut and select "Run as administrator." Don't try to launch Sims 4 until both apps have fully loaded. And make sure you've signed into the EA account that's linked to this Steam account. You can sign out in the App and sign back in to double-check.
If that doesn't help, please make sure your accounts are properly linked. One way to do so is to sign into any EA site (this one works) eusing your Steam credentials. If you land in the correct EA account, that's fine; if anything else happens, let me know.
