I FOUND IT! So, I went through every file removing 50% of my stuff one by one, and found the file that was causing it for me. It was called "MTS Rccthoj Succubus.package" I'm not sure what it did in my game, but since removing it I haven't seen any differences in game play. Hope this helped :D

I do not have a Succubus mod nor a UI mod and I went through all the steps recommended thus far and the issue persists. This all started after the toddlers showed up in town. ☹️

If somebody else has the same problem also check for UI_Cheats_Extension mod!
That caused the same trouble for me, I downloaded the updated version of that mod, delete the old one and now the game works fine. 🙂
