@RJ4581 Your C drive will always have a number of folders that Windows creates, but any other drive you install will be empty until you place files there. It's totally normal.
To move the Sims 4 program files to D, you do need to uninstall the game from C and reinstall to D. You don't need to move the EA App, and in fact it's complicated to do so; just leave it where it is. Create a folder on D where you'll install Sims 4, for example D:\Games would be fine. It's best not to install directly to D:\ for a few reasons. When you go to install Sims 4, the EA App will ask you where you want it, and you can select the folder you made at that point.
For the user content, you can move only the Sims 4 user folder to D, or you can move all of Documents. Either approach is fine. Here are guides for the respective options:
