When you reboot, go through the Task Manager's background processes list shutting down anything that doesn't absolutely need to be running, even your mouse's support software if you have it installed.  If you happen to kill some critical process and it doesn't automatically restart itself, just reboot the computer.

If that doesn't help, please test with another mouse, just as an experiment.
