The game doesn't have a region lock as such. Only issue might be the language.

I don't know if the two countries offer the same languages or not.

    Hi,

    So the game doesn't have language option?
    I was going to go to france and thinking about buying the sims 4 there. 

    Can I change the language to English?
    And does it work if I buy the expansion in any other country?

    Yes, you can change to English (or any other supported language). Open Origin, rightclick The Sims 4 and choose Game Properties. Click Advanced launch options. From the Game language dropdown select the desired language. Click save and Origin will download the language pack.
