I believe some Sims (most of them actually) are occupied or unavailable for some reason and that is why they are not displayed on the lists, as @simvasion said before.
I used the cheat to know all the Sims in the game and few were displayed on the Chat, Send Text and other lists. Even when I rose my relationship with Venessa Jeong, she wasn't displayed on lists.
All this on a Sunday night.
So, probably, it is a normal game behavior.
If it wasn't, it would be a giant bug.

I am having the same issue, I can only see 3 sims on the list, the butler, my sims love interest, and a celebrity sim. His other 20+ friends do not show up at all. He had one literally standing in front of him and tried to start an event and it didn't show up (so I know it wasn't because they were preoccupied). I tested this with 0 mods installed after performing a repair.

Same issue. Married Caleb Vatore and moved him into my house. His sister Lilith visits sometimes on her own, and they're all very close with her. But neither Caleb nor my sim can invite Lilith over, even though Lilith still lives in the old Vatore lot in Forgotton Hollow and her job as a barista means she has a lot of free time, so it's not that. She just straight up doesn't show up on any invite lists for any event no matter what I do or which sim I use to invite her. I've reset her with testingcheats. I have no mods, and I can't share my save file, because I'm on PS4. Can't reintroduce myself, even grouping up and visiting her house doesn't put her back on the invite list. It's ridiculous and I really wish EA would address this instead of closing every thread on it for being "old." If the issue isn't solved, don't close it -- and trust me, as of September 2020, the issue is NOT SOLVED. I cannot find ANY info on a successful fix for this, which leads me to believe it's a bug beyond my ability to repair, esp as I'm on PS4. Please fix your (VERY EXPENSIVE) game, EA. It's been out for years. Come on.

EDIT: The only way I found to solve the issue on PS4 was to switch to Lilith's household, create a club and add Caleb and his family to it. Then I had her send a text to Caleb. I switched back to his family, had him open the club panel and invite her over by clicking on her picture. After that, she started showing up in the other invite/text/call menus as well. This is still not a fix, however, as if I didn't have Get Together (and thus the club system), or if this had occurred with an NPC in University or another NPC that doesn't have a home lot, there'd be no way to fix it aside from waiting and hoping you run into them again and when you do, just straight up adding that person to your family...which is a workaround, not a fix. Please fix this stuff, EA. PC users can fix it with mods but us poor folks on PS4 are out here with nothing. If a testingcheat can't save it, we're doomed basically. It really sucks having to abandon beloved saves because of a bug that can easily be fixed on PC with mods, but is unfixable on console/unmodded PC copies.
