Unable to change display type from Fullscreen Borderless to Windowed

Hello! I am somewhat of a content creator and I use the program SRWE to take better quality screenshots. I've recently changed monitors to a 4k and changed my in-game resolution back to 1440p. But the game becomes unresponsive when I changed display types. I even change my opinions.ini file to force windows mode, but using SRWE to mimic a different resolution makes it unresponsive as well. If I move my opinions.ini file to my desktop and launch the game to generate a new file, I get stuck at the sims 4 opening loading screen. I've searched everywhere, changed many things. Nothing works.

    cozysaraheliza​  What happens if you don't use SRWE?  I realize you might want to in general, but it's a useful test.  And of course you can play in windowed mode at 1440p if you want without any outside program.  You can also test running SRWE but not using it to change the in-game resolution.
