Something is blocking the game from accessing the Documents folder. Mostly it's an antivirus program.
Set exceptions in whatever antivirus app(s) you use for Origin.exe, OrigintClientService.exe, TS4.exe, and TS4_x64.exe.
If that doesn't help do the same in Windows Defender Controlled Folder Access
