Re: sims 4 Build Mode Not Working

@sleepyeyedslug  Crinrict has already covered all the usual issues, but I have a couple of suggestions that are really just guesses if you're up for more testing.  First, please create a new admin Windows account on your laptop.  Make it local, as in, don't link it with your Microsoft account, and don't import any settings or files.  This is to be thorough and to make sure you're not (or I'm not) missing any small detail.

Try playing Sims 4 again, building on an empty lot in one of the base game worlds.  If you run into the same error, restart your computer, go into Documents > Electronic Arts > The Sims 4, open Options.ini, search for frameratelimit , and set it to 60.  I'm wondering if the game engine is somehow getting overwhelmed with the demands placed on it, which would be significantly higher at the theoretical limit of 200.  I don't know about your other systems, but your laptop's RTX 4060 is definitely capable of hitting that limit.

If that doesn't help either, it's worth trying the clean boot again in the new account and with the fps limit.  Please also disable Game Mode and Game Bar, both under Windows Settings > Gaming, if they're currently enabled; and disable the EA App in-game overlay, under Settings > Application.  Don't open anything else while testing.
