No, the collectors edition is not availble in the US for preorder yet. When and if that will be is unclear at this point.
There are other countries that have it like most of Europe, Australia and New Zealand. Why it's not offered in the US yet is beyond me.
And to make things a little clearer, here in the Netherlands i pre-ordered via a online shop, happy, paid, and waited almost a month. Just two days before release on september 4th i got an email from the webshop stated that the distributer for Europe did not got any order so they did not get any Collector's Edition in stock. The webshop tried unsuccesfully to get it anywhere else.
So on the following day i ordered via a toy-store/web-store firm here in the NL and paid 29 euro's more to get the English version of the CE, the hardcover book is in English but the game automatically sets in Dutch.
Oh yeah, the plumbob is cool too. When you visit the SteelSeries website and google a bit, you can download a little tool called SteelSeries Engine 3 and with that tool you can modify the colors on the plumbob. Very neat!
I know there is a mouse and a headset with the same technique and that one i'm giving to my daughter.
