This is usually caused by an outdated or broken mod.  Try removing the UI cheats mod, if you have it.  If that doesn't help, or you don't use it, please move your entire Mods folder to your desktop, delete localthumbcache.package, and test.  If the problem is gone, you can add your mods back in batches, testing each time to see whether the issue returns.  If and when it does, you'll know that one of the mods you just added back is the culprit, and you can split that batch and test until you've found out which one.
