@shiningvioletsim The DISM error usually means that someone accidentally opened the regular PowerShell or Command prompt, rather than the one with (administrator) in the name. Without the elevated permission of running it as an admin, the scan won't proceed.
It's a good idea to run DISM for the sake of being thorough. Since sfc didn't turn up any issues though, I wouldn't worry too much about it. Instead, please clear Origin's cache and uninstall it "the hard way."

Restart your computer, and repair the game: open your Origin game library, right-click on the Sims 4 icon, and select Repair. Then test, again in a clean folder.
If that doesn't help, the next step would be to do a clean uninstall and reinstall of the driver for your integrated graphics chip. HP makes this more complicated than it needs to be, especially the part about someone who doesn't own the computer finding the correct download page. Enter your laptop's serial number, choose your OS (Windows build 1909) if necessary, and you'll see the full driver download page. Please link it for me, so I can compare it to the drivers listed in your dxdiag. There isn't any information specific to your computer on that page; it's just the list of drivers for your model laptop.
