@13ad913f76d89064 Thanks for the dxdiag, which shows the problem: your RX 580 or its driver isn't working correctly. Did you happen to disable it in the Device Manager? Even if you don't think so, please check: hit Windows key-X, select the Device Manager, open the Display adapters category, and see whether the RX 580 is there. If it isn't, click Action at the top of the window, then Enable device, and follow the instructions. Restart your computer when you're done.
If the RX 580 is present already, please do a clean uninstall and reinstall of the corresponding graphics driver. Here's how:
