Rightclick the game in Origin Game library and select repair.
Sorry, but I forgot to add in the description of the question that I have already repaired the game.

Please uninstall Origin. Then download the latest version here: https://www.origin.com/dnk/en-us/store/download
After installation login to the account you have The Sims 4 on. Rightclick the game in your game library and select Repair. I did all of that, but, I still have the problem.

Did you install yesterday's update?
Hi I have this problem also, EA games and Microsoft support have tried various things, including your advice. Sims 3 works fine. Please help.

Please try to run this command "SFC /scannow"
Hi Microsoft support have tried that before, and I have just tried it again, no luck. In your experience would you say its a Microsoft issue or a game issue?

Please try to run Origin as Administrator and start the game from Origin Game Library. See if that works.
Edit:
Just to make sure You did run both the x86 and x64 installers from both of the directories from the image I posted earlier?
Hi, I've just tried it, same error code shows. Yes I did the update yesterday too.
I have already run the x86 and x64 installers and ran Origin as Administrator and still, the error is not gone.

Try to download the files directly from Microsoft. Both x64 and x86 are needed:

Also run SFC /scannow
Hi, it worked! Thank you, my daughter is over the moon. The 3rd link fixed it, and I didnt have to run SFC/scannow.
