Asides from that, would you say it should be able to run it fine? The cursor in game goes slow and glitchy a lot. Sometimes it'll be totally fine, then its slow enough to make it unplayable.

Apart from the Graphics it will be able to run the game on medium settings. If you get a new graphics card then the graphics can be turned up. How much depends on the card. The CPU is a little weak but the main obstacle is graphics it nearly always is with games.
