@Luciferlampmufin What game version do you have? Load the game to the Main Menu, where you can choose to load a save or start a new one, and look in the lower right corner of the screen. Please list the entire version number, i.e. 1.xx.xx.xxxx.
It looks like this issue is also occurring for a friend, she plays on Mac, bought the Paranormal pack but the download button would not do anything and just froze. She uninstalled Origin, restarted the computer and it still doesn't let her to download it. Could there be a an issue with the download service in the backend?

It's always possible that players in a particular region, or using a particular ISP or proxy, etc. will be unable to download something from Origin. There aren't enough reports to suggest this is a widespread issue though, meaning it's probably either on the user end or some combination of factors.
The tool found in the help page "the how to reset origin on Mac" fixed her game issues, basically clean install I suppose and had to re-download all packs.
