@bd257bd0c2ad945f Please list the location of the Documents directory, as Windows sees it. (Your computer will have several Documents folders, but only one is the directory in any particular user account.) Search for Command Prompt, open it, and enter this command:
reg query "HKCU\Software\Microsoft\Windows\CurrentVersion\Explorer\Shell Folders" /v "Personal"
Sims 4 uses whatever Windows says is the Documents directory, or tries to, which is why it can still use the OneDrive folder even when OneDrive isn't active. Here's how to change it (option one):

However, in either case, do not move Documents to your external drive. Windows can react badly if the drive is ever disconnected while some process tries to use the Documents folder. Simply move it out of OneDrive, either to the traditional location:
C:\Users\your username\Documents
or to the location of your choice on an internal drive. Once you've done that, you can use a symbolic link to point Sims 4 to the folder you want it to read on the external:

As a side note, the user data on the external should not be in the same folder as the game's program files, as in, what the EA App installs. Create a new folder if necessary.
