Your graphics chip is borderline minimum so that might have something to do with it.There might also be newer drivers for it (yours are currently from 2016)

I own all packs. I've had zero lag or trouble with any graphics loading, and when I lower graphics quality it doesn't fix the issue. I've timed it before, and it takes exactly six minutes to the second to load and only the first lot when I start the game.
Checking for driver updates now.
Some I may have to go directly to Asus for. I love Asus, but their site is messy

I went through the entire system manager and two drivers had available updates (even thought they should have updated automatically, but what can you do) and on restart Windows decided to do an update and lead me to advanced BIOS. Now that I'm up and running again I'll check to see if it's fixed.

I updated drivers, cleared the cache and did a restart. Load time still takes 6 minutes.

Just to be sure, you also try this on a fresh save and that's also 6 min ?

After running a repair, it now takes exactly 5 minutes

Have you tried a clean boot ?

If it works in that mode, then it's a background program interfering and you will need to find out which one.

I opened it on a clean boot and it still took at least 5 minutes
I also reduced the graphics

Hi, you might want to try monitoring your system as you load the game.
If you press Ctrl, Shift and Esc, you'll bring up the Task Manager. It has a performance tab, so can you switch to that, then start the game.If you play in fullscreen you can press Alt & Enter to toggle the game to Windowed, so you can then monitor what aspect of your system is being stressed when you're loading. You can also open the resource monitor to get a more in-depth look at the stresses on your system.
Can you do this then let us know what's being stressed/what you discover?

I thought a lot about what may have changed on my PC and I remembered that before some software a professor of mine said we needed for a class bricked my PC and I had to reinstall the OS, I had the issue. I realized it started after I installed Discord, which was reinstalled when I hard reset my PC. I uninstalled Discord and now it loads with no problem.

Weird that the clean boot didn't catch that though. Did you turn on Discord despite clean boot ?

No. I suspect however that because discord can now be used to open Sims 4 that it was somehow interfering with load times. Even with a clean boot it may have still caused issues. Lot loads now take no more than a minute and I never used Discord on my PC anyway
