This is usually caused by a screen capture program (it may be another type of program) running in the background using the same keys. Shut it down before running the Sims. See if there is a possibility to change the keys it uses. You can also try using CTRL + ALT + SHIFT + C.

    Do you know if there's a way to find out what the program is? Usually, all my other programs are off, but if something was on I wouldn't really know how to track it down

    Start Task Manager and see what is running.
