When you create a new Sims 4 folder, it should be able to be found at: C:\Users\Username\Documents\Electronic Arts\The Sims 4

Is this not where your Sims 4 folder is at? If it's on OneDrive, like Jpkarlsen mentioned it needs to be disabled or uninstalled.

Sims 4 and OneDrive don't work well together. The game won't recognize it's files, if they aren't in \Documents\Electronic Arts\The Sims 4. If they're not. The game can't read those files.
