@liverton (sorry this took a minute..I got distracted)..they have not. But it seems others on here and elsewhere are starting to have this issue fixed, so it must be starting to fix itself or EA's started working on reports.

Update! After closing the app completely (including making sure it wasn't running in the background) and waiting for a bit, I'm now able to download the packs! It seems my theory was correct, and it really is just a case of needing to wait.
