Re: [STEPS UPDATED] Newly-purchased DLC not appearing

After trying for over a day to download it, and only getting a gray bar of nothingness and no progress meter, I managed to get it to install.  I had to clear the cache in the EA app first, and then the Romantic Garden installed in essentially no time.
