Thank you for your help.
I went through looking for anything related to my Razer keyboard and quit the service/process. Then I uninstalled the Razer synapse service and switched to a new keyboard.
reran restore health and an Avast system cleanup.
Restarted the system
Sims is still crashing at the load screen.
also included a new dxdiag

When you reboot, go through the Task Manager's background tasks list and shut down everything that doesn't absolutely need to be running. Again, there's no harm in disabling too much; if it's a problem, just reboot your computer.
