I just tried a fresh game disabling CC, and the option of getting new case assignment comes up now, thank you very much for your help @crinrict! Now I just have to figure out which CC is causing the problem 😛
Use the 50/50 method: http://modthesims.info/wiki.php?title=Game_Help:Finding_Problem_Custom_Content to find the culprit. It's the fastest way.
