There's no trace of another thread?
If it existed it seems to be deleted, but shouldn't it show up in nr of posts made in stats anyway? Usually, it does with deleted posts.

Anyway, first you need to buy the Perfect Patio Stuff Pack.

When you own that, you can either find them by using the search function in Build Mode, or by sorting Items by room > Outdoor > and then click the Garden plot/Outdoor Activities, like in my picture below
