@Spector530  That laptop will run the game, but not very well.  While its processor and integrated graphics card could probably manage to handle medium settings, it has only 4 GB RAM.  That's not really enough to handle more than the base game and maybe a few early packs—Windows will take up a large portion, leaving somewhere around  2.5 GB for TS4 and Origin.

I'm not sure what your budget is, but a used "like new" version of this laptop is $379.  It has 8 GB RAM, plus a better processor and graphics card.  You'd still probably need to use medium graphics settings, or maybe medium with one or two high, depending on what packs you have.  But the game would definitely run better.

There's normally a used option like this if you look hard enough, but you're not going to see anything better in this price range (unless you want to take your chances with Ebay).  Proper gaming laptops start at $500 right now, although you might get lucky and find one for a bit less.  To give you an idea, this is the cheapest one I saw in ten minutes of looking:
