For whomever may have the issue where the cheat bar can not come up.
If you have any AMD graphic software/drivers please find the hotkey section in the Adrenaline software and be aware that the key combination CTRL-SHIFT-C is to toggle your camera on and off when recording a game.
I removed the key bind and the cheat bar came back up.
